1. Establish an emperor

The emperor of an empire is by far the most important aspect of the empire itself. He/She is the governing body that controls the military, people, trading, and the conquering of new land. A few examples of emperors with different ruling styles:

Qin Shuangdi - very brutal, established an autocracy to rule the people of the Qin Dynasty without any democracy.

Cyrus the Great - an extremely kind ruler who respected all of the religons of the people he conquered. He was able to conquer these societies through his acute knowledge of military strategies.

2. Create a poweful and trained military (or some form of defense)

The military and the strategies of each empire are extremely important for the empire to develop and thrive. The army allows the it to grow by conquering land and warding off enemy attacks. These are example of a few empires with incredible armies:

The Roman Empire - The Roman army was very strict and because of the strictness, was able to conquer much more land than an army with less discipline. A crucial part of the Roman army were the volunteers. They enjoyed being there, unlike other recruits in different militaries, so the Roman army was more persistent in their goal to conquer other lands.

The Greek Empire - The Greek military was one of the best of its time for discipline and military strategies. One of the important military tactics was when soldiers stand shoulder-to-shoulder with spears in hand and pointed at the enemy. This strategy, known as phalanx, was very effective in battle.

3. Authorize a specifically formatted society for your ideal way of life

Every empire has its own unique culture, and the culture of the empire affects the people and the emperor himself. Based on what you would like your empire to be, certain aspects of culture and faction are necessary for your empire. The culture of the empire depends on the emperor. Here are a few examples of stellar cultures within the empires:

Persian Empire - The emperor of the Persian Empire, Cyrus the great, was an extremely kind person who acknowledged the religion and culture of the people that he conquered. Cyrus overthrew many different and unique customs, and these were the foundation for the Persian culture itself.

Indian Empire - Chandra Gupta Maurya, the first emperor of the Indian Empire, was quite brutal and conniving in his great attempts to conquer and rule many parts of India. Maurya's son, however, ruled in slightly different way. At first he was brutal, but he later began to practice Buddhism, to establish a more peaceful society. During Maurya's time, constant battles and massacres occured, but Buddhism had highly influenced and drastically changed the culture and mindset of the peoples of the Indian Empire in a very great way.
